GOVERNMENT INAUGURATES ZACL AND CAA BOARDS, CHALLENGES THEM TO DRIVE PERFORMANCE, CARGO GROWTH AND AVIATION SAFETY

 




The Government of the Republic of Zambia has today jointly inaugurated the Boards of Directors for the Zambia Airports Corporation Limited (ZACL) and the Civil Aviation Authority (CAA), with a strong call for enhanced performance, sound corporate governance, aviation safety, and economic impact in the aviation sector.


Officiating at the inauguration, Minister of Transport and Logistics Hon. MUSEBA FRANK TAYALI congratulated the newly appointed Board Chairpersons and Members, who will serve for a three-year term from December 2025 to December 2028, and expressed Government’s confidence in their professionalism, integrity and leadership.

For the Zambia Airports Corporation Limited, the Minister underscored the importance of clear separation between governance and management, cautioning the new Board against micro-management and urging it to focus on strategic oversight, policy direction and accountability. 

Mr. TAYALI stressed that strong institutions are built when Boards govern and Management manages.

The Minister further directed ZACL to position airports as economic gateways, with particular emphasis on the growth of aviation cargo to support exports and regional trade. 

He called for cargo-ready infrastructure, efficient handling systems and proactive engagement with logistics stakeholders, noting that ZACL must be part of Zambia’s export and logistics ambitions.

On infrastructure development, the Minister reiterated its commitment to the construction and upgrading of provincial airports, directing ZACL to ensure facilities meet essential standards including a minimum three-kilometre runway, aviation ground lighting, modern passenger terminals, dedicated cargo facilities and fuel terminals. 

He also emphasised improved customer experience, stronger airport-tourism linkages, securing of airport land through title deeds, and resolution of outstanding debts related to Kenneth Kaunda International Airport and Simon Mwansa Kapwepwe International Airport.

Turning to the Civil Aviation Authority, the Minister highlighted the Authority’s critical role in safeguarding aviation safety, security and regulatory compliance.

Hon. TAYALI challenged the newly inaugurated Board to ensure Zambia successfully passes the ICAO Security Audit scheduled for 2026, describing this as a matter of national credibility and international confidence.

The Minister also directed the CAA Board to actively support the growth of aviation cargo through a modern, efficient and facilitative regulatory environment, and to fully implement economic regulation to ensure fair competition, consumer protection and transparency in charges and fees.

Further priorities outlined included the modernisation of the Zambia Aviation Services Training Institute (ZASTI), establishment of a fully-fledged flying school, accelerated digitalisation of CAA services, succession planning, and progress towards the development of Aviation House as a symbol of institutional maturity.




In concluding, the Minister reaffirmed Government’s full support to both Boards but stressed that this confidence is matched by high expectations.

“Zambia’s aviation sector must now shift from expansion to performance, sustainability and economic impact. Government expects leadership, discipline, innovation and results,” he said.

The Minister then formally inaugurated the Zambia Airports Corporation Limited Board and the Civil Aviation Authority Board for the period December 2025 to December 2028.

The appointed Members of the Zambia Airport Corporation Limited are;  Daan Brink (Chairperson),Urvesh Desai,Eng. Benson Mwale, Mulemwa Moongwa,Priscilla Bili Lombanya, Willis Chipango and Antonina Chisanga.

And the newly appointed Members of the Civil Aviation Autjority Board is;  Gabriel Kunda (Chairperson),Brenda Mwelwa, Paul Mulola,Eng. Stephen Sondashi,Major General Henry Chiwaya,Lungowe Linyama and Sharon Kudzai Mofya
