ZMA CEO appointed to CIML

 



THE Zambia Metrology Agency (ZMA) has announced the appointment of its Executive Director and Chief Executive Officer, Humphrey Nkobeni, to the Presidential Council of the International Committee of Legal Metrology (CIML) — a role that positions Zambia at the strategic center of global legal metrology governance.

The appointment, officially confirmed by Dr Bobjoseph Mathew, President of the CIML, recognizes Mr Nkobeni as an experienced leader serving in his personal capacity for a three-year renewable term.

 The Presidential Council advised the CIML President on matters of OIML strategy, finance, policy, and international coordination, guiding global decisions that shape the future of legal metrology.

ZMA Board Chairperson Musamala Nyirongo said in a statement that Under Mr Nkobeni’s visionary leadership, ZMA—established under the Metrology Act No. 6 of 2017 and operating under the Ministry of Commerce, Trade and Industry (MCTI)—has emerged as a regional model of regulatory excellence.

‘Under Mr. Nkobeni’s visionary leadership, ZMA—established under the Metrology Act No. 6 of 2017 and operating under the Ministry of Commerce, Trade and Industry (MCTI)—has emerged as a regional model of regulatory excellence, increasing non-tax revenue by over 79% between 2021 and 2024, Compliance of prepackaged commodities from 93% to 96%; and Strengthening Zambia’s National Quality Infrastructure (NQI) through full traceability to the International System of Units (SI),’’ Mr Nyirongo said.

He said through the milestones, ZMA has strengthened the National Quality Infrastructure (NQI), supporting critical sectors such as energy, mining, agriculture, manufacturing, and healthcare.

 

Mr Nyirongo said his appointment to the CIML Presidential Council was particularly notable as he was currently the only African metrology leader serving on the elite global advisory and decision-making body, solidifying Zambia’s reputation as a trusted partner in international measurement harmonization.

He described Mr Nkobeni as a multi-disciplinary professional with over 20 years of experience spanning metrology, mining, international trade, law, and governance.

‘Mr Nkobeni holds advanced degrees including: Master of Engineering (MEng), Master of Business Administration (MBA), Master of Laws (LLM), Bachelor of Laws (LLB) and Bachelor of Science (BSc),’’ Mr Nyirongo said.

He congratulated Mr Nkobeni on the outstanding achievement saying his appointment not only affirmed Zambia’s global standing in legal metrology but also represented Africa’s growing voice in shaping global measurement standards, driving fair trade, consumer protection, and sustainable industrialization.
