The Zambia Metrology Agency (ZMA) and the National Institute of Metrology (NIM) of the People’s Republic of China have signed a Memorandum of Understanding (MoU), marking the beginning of a strong and strategic cooperation between the two institutions in the field of metrology.
The Memorandum of Understanding was signed on behalf of the Zambia Metrology Agency by the Executive Director, Mr. Humphrey Nkobeni, while the National Institute of Metrology of China was represented by its Director General, Dr. Li Wentao.
The National Institute of Metrology (NIM) of China is the country’s highest national metrology institute and one of the leading metrology institutions globally. Operating under the State Administration for Market Regulation (SAMR), NIM is responsible for establishing and maintaining national measurement standards, advancing metrology science, supporting industrial innovation, ensuring product quality, and safeguarding consumer protection through accurate and reliable measurements.
The signing ceremony was witnessed by senior officials from both institutions, including the Director General of the Department of Metrology under the State Administration for Market Regulation (SAMR), Mr. Guo Huanxin.
Mr. Guo expressed pride in formally adding metrology to the list of strategic areas of bilateral cooperation between Zambia and China. He emphasized that the MoU would promote deeper exchanges and practical cooperation between ZMA and NIM, particularly in priority areas such as food safety, capacity building, scientific research, and international metrology comparisons.
The Chairperson of the Zambia Metrology Agency Board, Mr. Musamala Josia Nyirongo, acknowledged the critical role played by SAMR and NIM as global leaders in metrology.
Mr. Nyirongo expressed confidence that the cooperation framework established under the MoU would enhance measurement accuracy, strengthen consumer protection, and support fair trade in both countries. He further assured the parties of ZMA’s commitment to good governance, institutional support, and the effective implementation of agreed outcomes in line with the shared vision and objectives of the two institutions.
The Executive Director of ZMA Mr. Humphrey Nkobeni said that the signing of this MoU is of strategic importance to Zambia and the Zambia Metrology Agency. It provides a structured framework for technical cooperation, knowledge exchange, and capacity development in critical measurement disciplines. Through this partnership, ZMA is

expected to enhance its technical capabilities, strengthen traceability to international measurement standards, and improve the quality of calibration, testing, and certification services delivered to industry and the public.
The NIM Director General stated that the MOU will facilitate the deepening of cooperation between NIM and ZMA in the area of Metrology.
The Memorandum of Understanding is expected to facilitate collaboration in key areas including metrology research, calibration services, testing, certification, and technical capacity development. This cooperation will contribute to the advancement of industry, trade facilitation, innovation, and quality infrastructure development in Zambia and China.
